摘 要:采用数据包络分析(DEA)方法 ,以"国家财政性教育经费"、"社会捐资和集资办学经费"等为投入,以"高校在校生数"等为产出,分析各地区教育投资的使用效率。在此基础上,按照"效率与公平共同提高"的原则,以效率和人均在校生数为控制变量,建立人均教育投入和政府教育投入占全部教育投入的比例的状态方程,并引入哈密顿函数,从而确定各区域人均在校生数、大学生占全部学生的比例、投资效率等之间的长期均衡的优化控制关系。Using the Method of Data Envelopment Analysis, assuming " national financial education funds" and " society donation and collected money for running schools" as input, and using " number of college students" as output, this paper analyzes the efficiency in use of educational investment. On this basis, following the principle of " efficiency and fairness enhance together", taking efficiency and per capita number of students as the control variable, we should establish the state equation of per capita investment in education and government investment in education account for the proportion of total investment in education, and introduce the Hamilton function. Thus the long-term balanced optimal control relationships between regional per capita number of students in school will be determined, as well as the proportion of university students in the total students and investment efficiency and so on.
