中原经济区背景下农民工教育培训权保护的法理思考

摘　　要：随着中原经济区建设步伐的加快,河南省面临着由"劳务输出大省"向"劳务用工大省"的转变。因此,加强农民工教育培训权的保护,将有利于农民工自身劳动技能的提高,有助于促进中原经济区的建设。应从完善法律法规保护、建立健全培训体系、完善培训资金投入、优化现有培训项目及注重新生代农民工特点等方面,来落实对农民工教育培训权的保护。With the speeding up of the construction of zhongyuan economic area,Henan Province will face the change from＂labor-exporting province＂to＂labor-employing province＂.Therefore,to strengthen the protection of the rights that migrant workers get education and training,will be beneficial to the improvement of migrant workers′ own skills,will contribute to the construction of zhongyuan economic area.This paper aims to discuss the protection of the rights that migrant workers get education and training from the perspective of jurisprudence,the construction of a complete training system,increasing of training fund,and improvement of training program,to protect the migrant workers′rights of being educated and trained.
