文化体制改革的配套政策对公共体育场馆改革的启示

摘　　要：配套政策是公共体育场馆改革的重要内容,关乎改革的成败。公共体育场馆改革在配套政策上可借鉴文化体制改革的经验,在结合公共体育场馆改革特点的基础上,提出中央统一部署,各部委联合落实;财政部负责场馆资产转制时的审查,国资委负责转制后的监管;财政增加资金投入,保障职工分流安置后的合法权益;联合相关部委,制订优惠的财税政策等建议。Supporting policy is one of the important content of the public sports venues reform,which has a significant effect on the success or failure of the reform.The public sports venues reform can borrow ideas from cultural system reform in terms of the supporting policies.Based on the characteristics of the public sports venues reform,the paper puts forward some suggestions.For example,the central government agency should establish unified plan and each ministry should work together to carry out the plan.The Ministry of Finance is responsible for the examination of the transformation of venue assets.The State-owned Assets Supervision and Administration Commission is responsible for the regulation after the transformation.The Ministry of Finance increases capital investment to guarantee the legitimate rights and interests of the workers.The paper also suggests to unite other ministries to formulate preferential fiscal and tax policies.
