扶持小微企业发展的法律环境建立与完善

摘　　要：为了发挥小微企业在活跃市场和解决就业及科研创新等方面的重要作用,针对中国小微企业现状,分析了小微企业规模小、扶持弱、创新差和融资难等问题。对美、日、德和中国的相关法律法规进行了比较分析。提出了改善法律环境,健全管理机制,完善社会服务体系等引导和扶持小微企业发展的措施。In order to play an important role of small micro-enterprises in enlivening the market and sol-ving the employment and research and innovation, and the problems of small micro-enterprise scale, loose structure, poor innovation, and financing difficulties are discussed for small micro-enterprise status. By comparing with the relevant laws and regulations in United States, Japan and Germany, the countermeasures are proposed to encourage, support and guide the small micro-enterprise develop-ment, which are including improving the legislation and related policies, promotion of specialized management agencies, enhancing the government funding, tax incentives, special credit support, and establishing the training bases and service system.
