摘　　要：文章立足于当前我国的高校信息公开的推进和研究现状,探讨了大学与民众、高校信息公开与公平之间的相互关系,并通过民众的公平诉求分析,试图构建相应的高校信息公开制度核心框架,旨在进一步推进我国的高校信息公开制度建设及其相关研究工作。Based on the current advance and research status of open university information in China, this paper investigates the relationship between the university and people, the university information disclosure and equity. Then, through analyzing the appeal of demotic equity, the authors try to build the core framework of open university information institution, to promote further the process of the institutional construction and the related research works in China.
