摘　　要：通过分析作为竞争优势的质量的四个层次,阐述了基于卓越绩效模式(PEM)的三维质量模型和建立基于卓越绩效模式(PEM)的质量战略的重要性及企业应采取的措施。By analyzing four levels of quality as competitive advantage, this paper expatiates on the three-dimensional model, importance of building quality strategy based on PEM （ abbreviation of ＂Performance Excellence Model＂ ） and actions which should be taken by the enterprise.
