摘　　要：以科学发展观指导地方师范大学办学指导思想的确立,是保证其科学性和创新性的必然要求。本文论述了在科学发展观指导下,确立地方师范大学办学指导思想时,要转变观念,创新理念,实现办学理论科学创新;要坚持"以人为本",实现全员参与,学术主导;要转变发展方式,滚动实施,协调发展;要坚持系统审视,配套保障,统筹发展。Guidance understanding the development and the reform and development of the fundamental ideas and me- thods. The scientific development concept to guide the establishment of the guiding ideology of the local normal, is to ensure that the inevitable requirements of its science and innovation. This paper discusses under the guidance of scientific concept of development, to establish the guiding ideology of the Local Normal to change their ideas, innovative ideas, school theory of scientific innovation; to adhere to the ＂people-oriented＂ to achieve full participation and academic-led; want to change the development mode, scroll to the implementation, coordination and development; to adhere to the system, examine, and the supporting security, to co-ordinate the development.
