摘　　要：科技项目是为了完成特定的目标,在一定资源的约束下,有组织地开展一系列非重复性的研制活动.主要论述根据科技项目的自身特点,结合科研院所的实际情况,提出系统化动态过程管理模式,提高资源利用率,实现在满足客户要求的前提下尽可能缩短研制周期和降低研制成本的管理目标.With some constraints of resources, technological projects are organized to carry out a series of non - recurring de- velopment activities to accomplish specific goals. This paper mainly discusses the following. According to its own characteristics of the projects, combined with the actual condition of scientific research institutes, the systematic dynamic process management model is proposed and resource utilization is improved. On the premise of meeting the customer demands, the management objectives is a- chieved which the development cycle is shortened and development costs are reduced.
