摘　　要：监理招标是基于能力的比选来选择监理企业,其评标的重点是技术标的评审。通过对监理招标特殊性的描述,详细分析了监理招标过程中投诉产生的原因,在此基础上提出了规范招标代理行为、提高专家评标能力、改进评标组织、增强有形建筑市场服务功能等减少投诉的应对措施。Supervision enterprises are chosen based on their ability of the supervision. Its evaluation focuses on the technical assessment of bidding The paper gives a detailed analysis of causes of complaints through the supervision bidding process by describing its special qualities. According to the analysis, some countermeasures against complaints are proposed about guiding bidding agent behavior, improving the ability of expert evaluation, evaluation organization, and construction market service.
