荷兰高等教育教学质量保障模式的发展历程及特点分析

摘　　要：荷兰的教学质量保障模式是国际上著名的高等教育质量保障模式之一。荷兰高等教育教学质量保障模式的发展及荷兰大学认证制度的框架体系体现出荷兰高等教育教学质量保障模式的特点:其质量评估体系具有鲜明的时代性;质量保障的主要手段是认证而非政府管理;政府扮演监督和保证者的角色;注重高等教育机构内部的自我评估和良好的外部评估市场的营造;教学评估和科研评估相分离。Holland＇s teaching quality guarantee mode is one of such famous modes in the world. Knowledge of the development of this mode and the framework of the certification system of Holland＇s universities reveals the following characteristics of the mode ： its quality evaluation system has conspicuous features of the times ; the major means of quality guarantee is authentication rather than government management ; the government serves as a supervisor and a guarantor; emphasis is placed on the self-evaluation of the higher education institution and the construction of an external evaluation market ; and teaching evaluation is separated from the assessment of scientific research.
