公租房社区幼儿免费教育的路径及机制创新——以重庆公租房示范社区“民心佳园”为例

摘　　要：幼儿教育是国民教育体系的起点,教育起点的相对公平对于缩小城乡差距和阶层差距具有重要意义。幼儿教育应该是公益性的,政府应切实履行自身的社会服务职责,通过公共财政为社会处境不利儿童提供免费学前教育。公租房社区有其自身的特殊性,其居住群体均为政府扶持的中低收入者,政府为其子女提供免费的幼儿教育应是政府公共服务的应有之义。作为中国最早启动大规模公租房建设的城市,重庆建立公租房社区免费幼儿教育机制具有重要的引导作用和现实意义,为此需要构建政府引导、社会参与、企业支持的多元免费幼儿教育支撑体系,同时建立和实施相应的人力资源保障机制和教育经费保障机制。Preschool education is the start of the national education system, and the fairness of the education start makes huge sense to the social promotion. The government should provide free preschool education for the children disadvantaged. The public rent community has the specialty for all the residents are in low income, so the government should provide free preschool education to their children. As the first city who wildly launch the construct of public rent community, Chongqing should build the mechanism of free preschool education for the community with governmental guidance, community involvement, and enterprise support, as well as the human resources and support mechanisms, and education funding mechanism.
