摘 要:"人才流失"是中国、印度等新兴经济体必须解决的历史性议题。近年来,印度海外科技人才的国际影响力日趋增强,并通过积极筹集风险投资基金、促进印度的对外科技合作、维护和改善印度的国际形象、为印度公共决策提供智力支持等途径,积极推动印度国内的市场化改革和社会转型。相应地,印度政府也逐步改变了对"人才流失"问题的传统立场,通过予以礼节性尊重和认可、大幅度放宽居留权、实施海外科技人才回流计划、强化文化与族裔身份认同等方式,充分利用海外科技人才资源,形成了良好的互动关系。印度政府的很多做法对我国具有一定的借鉴意义,值得关注。Emerging economies like India and China both have the same issue:loss of talents.The international influence of the overseas Indian scientists and technicians has increased gradually in recent years.In order to push forward the domestic market-oriented reform and social transformation,Indian government has been very active in engaging in venture capital fund raising,promoting technical-scientific international cooperation,protecting and improving state imagine in international stage as well as providing intellectual support for the public policy making.Correspondingly,Indian government has gradually changed its traditional policy towards talents from withholding them to paying them respects and recognitions,expanding in great deal the range of residence permission.Meanwhile Indian government has implemented an overseas scientific talents recruiting plan and enhanced their cultural-national identities.All measures adopted as above have resulted in better use of its overseas personnel resources and positive interactions between India and overseas Indians with high intellectual qualifications.The Indian practices dealing with the talent loss issue is a valuable reference for China to learn.
