摘　　要：公德是公共道德的简称。公德与社会公德不能混同使用。对公共道德的理解有两个最基本的维度,即政治维度和社会维度。政治维度体现在公民与政治共同体国家这种纵向关系中,又可分国家如何对待公民和公民如何对待国家这两个向度;社会维度是指公民之间横向交往关系的维度。社会公德就是从社会维度论及的公共生活中的道德。Gongde in Chinese is public morality for short. Gongde should not mix up with social public mo- rality. There are two basic dimensions, that is political dimension and social dimension. Political dimension is embodied in the vertical relation between the citizen and the state, i.e. the political community, which can be divided into two dimensions, i.e. how the state treats its citizen and how the citizen treats his state. Social di- mension refers to the horizontally communicative relation among citizens. Social public morality is the one in pub- lic life observed from social dimension.
