泰国“清莱免税工业区”夭折的分析

摘　　要：泰国"清莱免税工业区"拥有陆路、水运和航空三条通道进入缅甸、老挝和中国南部的便利条件。同时清莱免税工业区所在的清莱府又被认为是泰国北部商业发展最快的府之一。"免税区"如果能够建成意味着能够带来众多的内外经济利益。但是清莱免税工业区最终并没有成为现实,而仅仅是一个构想。相邻三国未能达成共识,缺乏支撑工业免税区的通道经济,相邻区域环境存在较大不确定因素,免税工业区设想没有适应和跟上区域经济发展的步伐是免税区夭折的主要原因。Chiang Rai Duty-free Industrial Zone in Thailand has its advantage of easy access to Thailand, Laos and South China by land, sea and air. Chiang Rai Prefecture, where the industrial zone is located, is considered to be one of the fastest growing prefectures in north Thailand. It would bring more domestic and foreign economic benefits if the industrial zone is built. But the planning is finally aborted and nothing but an idea left. Failure to reach an agreement among three neighboring countries, lack of economy passageway supporting the industry duty-free zone, uncertain factors existing in neighbering regions and the planning＇s lagging behind the regional economic growth are the main causes of the abortion.
