摘　　要：高等院校二级教学管理是高校整体教学管理工作的基础,通过探讨二级教学管理的主要内容和特点,二级教学管理现状和存在主要问题,探索和建立高校二级教学管理新模式。建立学校负责宏观管理、以院系具体管理为主的教学管理体制,适当下放管理权力,扩大院系办学自主权,将是今后一段时期高校二级教学管理的发展方向。Two-level teaching is the foundation of the teaching management of university. Through the discussion of the main content and char- acteristic of two-level teaching, the status and the existing main problems, this paper explores actively and establishes the new model of two- level teaching. The new teaching management system established is that the university is only responsible for the macroscopic markagement and the college is responsible for the specific management, expanding the autonomy of education and management of the schools, which will be the development direction of the two-level teaching management for the future.
