摘　　要：在特定的社会环境下,意识形态对卫生保健政策的选择和实施有着重要影响,我国卫生领域在经济转型过程中呈现出的"非公平非效率"的不利局面与意识形态的微妙变化存在联系。文章结合中国卫生制度变迁的过程,表明这种影响机制的存在性,并针对"公平与效率"的再平衡给出若干政策建议。In a particular social environment, the ideology plays a critical role in the adoption and implementation of health care policies. Actually, the subtle changes in ideology are related to the unfavorable phenomenon of ＂neither fair nor efficient＂ appeared in health sector during the period of economic transition. This paper demonstrates the existence of this influencing mechanism through the research on the transition of Chinese health care policies. The paper also offers some suggestions to rebuild the balance of ＂equity and efficiency＂ in the health care field.
