摘　　要：以学术研究和学术评价两个环节共同建构的学术活动,涉及科研工作和科研管理双方的互信与制衡。在现代契约理论框架下,防范学术研究和学术评价过程中的"道德风险",重建失范的学术诚信,需要方方面面的努力和完善。Constructed by two parts of Academic Research and Academic Assessment, academic activity involves the mutual trust ＆ counterbalance of scientific effort and scientific management. The striving and consummating is needed to guard against the ＂Moral Hazard＂ during academic research and assessment, while reestablishing the Academic Integri- ty filled of anomie, in the modem contract theory.
