摘 要:基于高校办学自主权的内涵诠释与因素分析,构建了其落实评价的二级指标体系,据此对国内9个省市近百所不同类型高校的相关人员进行了问卷调查,并运用模糊综合评价法作了落实现状的综合评价分析。结果显示,我国高校办学自主权总体上实现了中等程度的自主,尤其是教学领域获得了"较为自主"的评价等级,其它领域也都达到了"相对自主"。然而,各项领域内部某些关键指标的落实情况并不尽如人意。研究表明,虽然高校办学自主权的落实已取得阶段性成果,但高校在资源配置过程中始终缺少话语权,行政权力主导的格局并未转变,权力落实之后的规约缺位、运行失范等问题同样不容忽视,亟待从制度层面增强多元主体之间的协调配合,夯实办学自主权的制度基础。Based on the understanding of the connotation and factor analysis related to the university autonomy( i. i e. legal definition about university's independent right of running itself), a two-level evaluating index system is constructed. An empirical inquiry was conducted among the personnel in different positions in nearly one hundred higher education institutions within nine provinces, and a comprehensive evaluation was performed by means of fuzzy comprehensive evaluation. The result showed that a medium degree of independence as a whole had been actualized for the university autonomy. Especially in the teaching sector, "more independent" was rated, and in the other sectors," relative independent". However, the realization of some key indicators was less than satisfacto- ry. The study indicated that an initial outcome had been achieved for the fulfilling of university autonomy in Chi- na, but higher education institutions still lacked the voicing right in process of resource configuration and the ad- ministrative power dominant pattern was still as what it was. The problem of regulation absence and operating dis- order in power implementation should not be ignored. There is an urgent need to enhance the coordination be- tween the multiple entities from the perspective of system and to reinforce the system arrangement for fulfilling it.
