摘　　要：大学精神是大学教育的旗帜和灵魂,培育具有自身特色的大学精神,使新升本地方本科高校在不利的条件下做到科学发展,办人民满意的高等教育,对地方高校、地方乃至整个高等教育事业的发展都具有十分重要的意义。Umversity＇s spirit is flag and soul of the university education. Cultivating the spirit of its own characteris- tics ,developing the new Local Colleges scientifically under adverse conditions, and setting up higher education, have a great significance to local universities, the local and even the whole development of higher education.
