摘　　要：非营利组织(NPO)作为新兴的公共服务提供者,与政府的关系在很大程度上决定了公共服务的效果和效率,那么,政府与NPO之间的关系研究就成为一个非常值得深入探讨的问题。NPO在我国的发展可以说尚处在青少年阶段,国外的经验依然值得我们借鉴。因此,文章对当前国内外一些政府与NPO之间关系的理论进行综述,并结合社会协作系统理论寻找我国政府与NPO之间实现良性互动的一个双赢模式,进而实现公共服务的有效提供和社会的有序和谐发展。Since Non - Profitable Organization （NPO） tionship between it and the government determines the is an emerging provider of public service, and the rela- effectiveness and efficiency of public service to a great extent as well. Thus, the research of their relationship has become an issue well worth deeply discussing. The NPO in our country is still in a juvenile stage, we can surely draw on the experience of foreign countries. Therefore, this essay aims at constructing a win - win pattern between the government and NPO on the basis of their relationship literature review both in and abroad and of the combination with the social collaboration theo- ry. As a result, we can have a more effective public service provision in an ordered and harmonious society.
