摘　　要：在研究全面风险管理理论基础上,运用PEST分析法、价值链分析法分别对我国电信运营商外部、内部环境进行分析;识别我国电信运营商全面风险,形成我国电信运营商全面风险框图;构建出我国电信运营商全面风险评价指标体系。This paper based on the research of theory about comprehensive risk management, by using PEST analysis and the value chain analysis, studies the external and internal environment of Chinese telecom operators. Secondly, the paper i- dentifies the comprehensive risk and forms the comprehensive risk diagram of Chinese telecom operators. Finally, the paper constructs the comprehensive risk evaluation index system of Chinese telecom operators.
