摘　　要：提出并论证了构建政治和谐是构建社会主义和谐社会的政治基础这一观点。认为构建政治和谐,就是要坚持中国特色社会主义政治发展道路,坚持党的领导、人民当家作主、依法治国有机统一,其核心是加强党的执政能力建设。加强党的执政能力建设必须处理好两个关系,一是党和国家的关系即改变党的执政方式和领导体制转型的问题,二是党和社会的关系即加强党的社会整合功能的问题。只有现代的民主与法治,才能为千百年来实现政治和社会和谐的理想提供切实的保障。The paper presents and proves the view that the construction of harmonious society constitutes the political basis of harmonious socialist society.It argues that political harmony can be achieved by adhering to socialist democracy with Chinese characteristics,by integrating the adherence to Party leadership and taking people as the masters of the country and the management of state affairs according to law.It is stated that two relations must be approached well so as to enhance the construction of administrative ability.One is the relations between the party and country,namely,the change of the administrative style of the party and the transformation of leadership structure.The other is the relations between the party and society,namely,the strengthening of the party ’s social integrating role.Only modern democracy and rule of law can provide a safeguard for the realization of political and social harmony.
