摘　　要：创建学习型农村是对人力资本理论的有效回应,有助于迎接知识经济的挑战、增加农民的经济收入、促进农村富余劳动力的顺利转移。学习型农村的基本特征是:终身学习的教育网络已经建立、尊重知识的学习氛围蔚然成风、统一协调的管理机构率先成立、生存状态的学习理念已成共识、休闲娱乐的文化品位明显改善、农村人口的受教育水平普遍提高。创新学习型农村,需要构建完善的保障机制、高效的运行机制和科学的激励机制。Setting up learning rural areas, is an effective respond to human capital theory and benefit to take the challenge of knowledge economy, and increase famers＇ income, promote well transfer of rural surplus labor. The features of learning rural areas are that： the establishing of lifelong learning education net work, forming learning surroundings of respecting knowledge, establishing uniform and harmonious managing organizations, forming common view on learning, improving the grade of recreations and culture, and the level of rural education. To construct innovative and learning rural areas, requires perfect ensuring mechanism and scientific running inspiriting mechanism.
