浅谈社会保障利益激励机制的重要性

摘　　要：公平是社会保障制度的本质特征,而公平本身应该是保护与激励的统一,因此,社会保障制度应是兼顾保护与激励公平。发达国家的发展经历表明,缺少激励的社会保障制度往往导致各种问题,因此适度体现激励是现代社会制度的发展趋势。但是,在社会保障领域的认识和实践中,人们往往更看重社会保障的保护作用,而忽视了如何体现激励的机制。笔者从以下几个方面论述了社会保障中激励机制的重要性。Fairness is the basic feature of the social security system and should be the unity of protection and motivation in itself, causing the integration of protection fairness and motivation fairness in the system. The development of advanced countries shows that the social security systems that lack motivation often lead to various problems, therefore, the development trend of the modern social system is to moderately reflect motivation. However, in the understanding and practices of the social security fields, people often pay more attention to the protection part of social security and ignore ways to reflect the motivation part. The paper explains the significance of the motivation system of social security.
