摘　　要：本文基于人口与健康领域国家重大科技计划立项与产出评价的总体设计与研究框架，提出了综合评价指标体系构建的基本原则、具体内容和选择依据，并对与此相关的有关问题展开了讨论。希望对完善科技计划立项与产出的评价、管理起到一定的激活与推进作用。This paper based on overall design and research framework of national major science and technology program＇s selection and outputs in population and health Field, further proposed basic principles, specific content and selected basis. Then several problems had been discussed on. It can play a role to improve the science and technology program＇s selection and outputs evaluation and management hopefully.
