摘 要:文章分析了城市环线高速公路收费费率与交通量,进而与收费额之间的相互关系及特点,针对城市环线高速公路通行费标准确定问题,提出了基本思路及解决方法。以重庆规划高速公路网和预测交通量为基础,构建了包含通行费因素的广义交通阻抗函数,借助TRANSCAD交通规划软件,完成了SUE模型下绕城高速公路交通量分配,并确定了重庆绕城高速的理论最优通行费率。Based on the analysis of the reciprocities among the toll rate, traffic volume and charge volume,and their features as well, the basic ideas and methods of the toll rate determination for ring expressway are put forward. The paper establishes the function of general traffic impedance which includes the tolls parameter under the preconditions of the highway planning and its forecast traffic volumes of Chongqing. By the use of the TRANSCAD, which is a traffic planning software, the traffic volumes on the ring expressway are assigned successfully helped by SUE model. Finally, the paper gives the optimal toll rate for the ring expressway of Chongqing
