摘 要:本文将技术进步分为新产品和生产手段改进两种作用方式,运用数据包络分析和回归分析,测算了1998-2008年北京高技术产业技术进步对该产业结构变化的作用,并给出了各个作用效率值。结果表明:技术进步对高技术产业结构变化的作用明显;不同行业新产品和生产手段改进的技术进步对高技术产业结构变化的作用效率有所差别;就高技术产业整体而言,新产品的技术进步对高技术产业结构变化的作用最为显著,但在电子及通讯设备制造业中,生产手段改进的作用更为突出。因此,高技术产业作为首都经济的主导产业,应特别重视技术进步,尤其是加强新产品的技术进步,以更好地促进产业结构的改造和升级。This paper puts the effects of technical progress into two modes of new products and improvement in production means, and calculates the effects of technical progress to high-tech industrial structure's changes from 1998-2008 in Beijing by means of DEA and regression analysis, then respectively measures the specific value. Research results show that technical progress has an obvious ef- fect on high-tech industrial structure's changes. There are different effects of technical progress in new products and improvements in production means to industrial structure's changes among the high-tech industries. On the whole, technical progress mainly reflects in new products, while in electronic and communication equipment manufacturing industries, improvements in production means play a more predominant role. Thus as leading industry of the Beijing's economy, high-tech industry should pay more attention to technology progress, especially enhance technology progress in new products in order to promote the restructuring and upgrading of industrial struc- ture better.
