摘　　要：欧洲学分转换系统堪称学分积累与转换制度的世界级典范,影响深远,备受关注。沿着其发展历程、规程与前程的脉络,逐一探寻系统的理念、功能、进展及实效等话题,虽问题频频,但瑕不掩瑜。人本化的学习理念、区域化的教育体制和系统化的管理机制将为我国成人高等教育推行学分银行制度提供宝贵的经验。As a world-class apotheosis of ＂credit accumulation and transfer system＂, the influence of European Credit Transfer System is far-reaching and it receives much attention. This article explores the concept, function, progress and effectiveness of the system according to its development process, procedures and prospects. Although some problems appear frequently, they cannot obscure the advantages of the system. The people-oriented concept of learning, the regional education system and the systematic management mechanism will provide valuable experiences for the implementation of the current adult higher education system in China, so as to further promote to build learning society in China.
