摘　　要：对大学生和在职人员的分组调查表明,大学生是参与网络公共事件评论的主要力量,但他们却不愿意参与官方组织的网络征求民意活动;在职人员无论参与对公共事件的评论还是参与网络征求民意活动都不够积极。影响公民网络政治参与的主要因素是制度层面的,心理因素并不构成主要障碍。保障公民有序的网络政治参与,目前不宜把网络实名制作为网络政治参与的规制方法,国家应考虑采用其他对公民个人权利以及网络政治参与造成最小侵害的技术措施;为保障公民有效的网络政治参与,全国人大常委会应适时出台《公众意见征求法》,对网络征求民意活动统一进行规范。A survey shows that college students are the netizens to participate in the online comments on the public events, but they are unwilling to participate in the soliciting public opinion activities. In con- trast, civil servants are unwilling to participate either due to the inefficient system. At present, real-name system should not be implemented online. Instead, technical measures may be taken into consideration that cause minimal infringement upon the netizens of rights. To protect effective online political participation of citizens,the NPC standing committee should perform surveys in due course.
