国有垄断企业的财产占有实质与收入分配改革

摘　　要：履行出资人职责的国有资产监管机构只是所有者的代表,明确其法律地位和让其专注国有资产监管,并不能从根本上消除国有垄断企业对其占有的国有资产拥有的支配权。对于建立在这种财产权制度基础上的收入分配,要保持合理增长和做到自我约束,改革的途径是加强政府部门和全社会对企业收入分配的监督。The state-owned assets supervision mechanism performing the contributor＇s duties is only the owner＇s representative,clarify its legal status and let its focus on state-owned assets supervision can＇t eliminate fundamentally the eminent domain of state-owned monopoly enterprise on its own state-owned assets.To the income distribution established in this property rights system,we should keep reasonable growth and self-discipline,the reform way is to strengthen the supervision of government and the whole society to the enterprise income distribution.
