摘　　要：文明城市测评是创建和谐社会和实现可持续发展的重要举措。本文以省会/副省级文明城市测评为例,探讨了集成DEMATEL方法和Choquet积分的文明城市测评方法。首先应用DEMATEL方法对省会/副省级文明城市的测评指标间的相互影响关系进行研究,分析出原因指标和结果指标,从而实现测评指标的精简。在此基础上,考虑指标间不满足独立性利用λ模糊测度对原因指标(集)的重要程度进行建模,最后利用Cho-quet积分计算省会/副省级市的文明综合评价值。Civil city＇ s evaluation is the most important step for establishing harmonious society and achieving sustainable development. A hybrid approach based on Decision Making Trial and Evaluation Laboratory （DEMATEL） and Choquet integral is proposed in order to evaluate the civil level of provincial and vice - provincial cities. Firstly, DEMATEL is used to simplify the civil city＇ s evaluation index system after it is used to analyze the influential relationships among the indexes. And then, considering the interactions among the indexes, k fuzzy measure is used to weight the subset of the indexes. Finally, Choquet integral is in- troduced to synthesize the evaluation values for the cities.
