摘　　要：2003年以来,我国新农合制度发展迅速、成效显著,但成绩背后也掩盖了制度本身存在的一些不足。近几年,尤其是2009年之后,随着医疗卫生体制改革的进一步深化,这些问题开始显现,并逐渐影响到新农合制度运行的稳定性和"全民医保"的进程。文章总结了新农合制度发展中存在的主要问题,深入分析了其中原因,最后提出相应的解决措施供决策者参考。China＇ s New Rural Cooperative Medical System（NRCMS） has rapidly developed since 2003, and made remarka- ble achievements, which has covered its problems. But these problems has appeared in recent years, especially after 2009, with the further deepening of health care system reform,which has gradually influenced the stability of NRCMS＇ s operation and the pro- gress of Civil Medical Insurance. The main problems in NRCMS were summarized and analyzed. Based on which, some countermeasures were put forward to provide references for poliey＇maker.
