摘 要:运用系统论的思想观点,借鉴霍尔三维结构体系的思维方法,从过程-逻辑-主体的三维视角建立了天然气勘探开发项目综合环境影响评价分析框架。在过程维度上,综合环境影响评价是集环境影响前评价、环境影响中评价和环境影响后评价于一体的全过程评价;在逻辑维度上,综合环境影响评价要从天然气勘探开发项目的政策法规环境影响、自然生态环境影响、资源能源环境影响、经济环境影响、社会环境影响和科技环境影响等六个方面进行全面的评价;在主体维度上,综合环境影响评价强调专业第三方评价机构、项目建设主体、环境主管部门以及社会公众相结合的全方位的评价。The paper establishes the analysis framework of comprehensive environmental impact assessment for natural gas exploration and development project based on three - dimensional perspective of process, logic and main body by using system theory and Holzer 3D structure system. In the process of dimension, the comprehensive environmental impact assessment is the whole process environmental impact assessment which includes pre - assessment, interim assessment, and post -assessment. In the logic dimension, the comprehensive environmental impact assessment is the comprehensive assess- ment which includes all the environmental impacts of pohcies and regulations environment, natural and ecological environment, resources and energy environment, economic environment, social environment, scientific and technological environ- ment. In the main body dimension, the comprehensive environmental impact assessment is the all - round assessment which includes the opinion from the professional organization, the project constructor, the environmental protection department and the public.
