摘　　要：分析全球价值链背景下我国地方产业集群陷入战略趋同、低技术锁定困境的成因,以及对GVC产生的路径依赖;从产业融合的角度出发,探讨创意价值链嵌入地方产业集群的组织结构,进而剖析基于创意价值链嵌入的地方产业集群横向、纵向两维升级机制。Under the background of GVC, the paper analyses the reason of Chinese local industrial cluster falling into strategy convergence and low technology lock - in dilemma and the producing path - dependence to the GVC. From the point of view of industry convergence, the paper discusses the organization structure of creative value chain embedd in local industrial cluster, and then analyses the two -dimensional （lateral and longitudinal） upgrading mechanism based on creative value chain embedded in local industrial cluster.
