道路运输管理系统人员编制的三层次模型探讨——以山西省为例

摘　　要：从微观岗位职能、中观行业标准和宏观战略规划三个层次出发,结合道路运输管理系统的实际情况,提出了运管系统人员编制的三层次模型。在此基础上,以山西省运管系统为例,对上述模型进行了初步分析和应用,以期为探索新型合理的运管人员编制方案提供参考。In this paper,in view of the actual situation of the roal transportation management system,we proposed the three-layered staffing model for the administration personnel in the system,on the basis of which and in the case of the road transportation administration system of Shanxi,we preliminarily analyzed and applied the model proposed to provide reference for more reasonable and efficient staffing of the system.
