摘　　要：本文主要探讨巴黎市针对城市涂鸦的法规及市政管理举措。通过对法国国家相关法规、巴黎地方市政管理规定、政府与专业涂鸦清除公司的合作和授权、政府组织的以城市艺术代替违法涂鸦的项目、区政府独立的涂鸦文化的组织方式的探讨,研究城市景观价值和个人艺术自由表达的矛盾如何通过市政管理而得以兼顾,总结出巴黎的城市涂鸦的管理体系中值得我们思考和加以借鉴的若干方面。This paper talks about the rules and regulations for graffiti in Paris and the municipal management of it. The discussion is composed by five parts：the rules and regulations of government of France; the management guide of Paris; the cooperation and authorization between government and professional graffiti cleaning company; the projects organized by government to substitute illegal graffiti by urban art; and the independent organizational method of separate district government. The paper focuses on how to resolve the contradiction between the value of urban landscape and personal expression of art by the municipal management. And it makes a conclusion about the management system of graffiti in city of Paris which is worth us thinking and learning.
