摘　　要：随着"代建制"在我国的深入推行,代建绩效水平普遍不高的现状与代建业务广泛需求之间的矛盾日益明显,代建绩效亟待改善。对代建绩效现状进行了分析,从代建单位的角度提出了通过知识管理和组织学习来提高代建单位的项目管理能力,进而实现代建绩效改善的思路,并系统分析了提高代建单位知识管理水平、组织学习能力及项目管理能力的具体措施和方法。With the vicarious management system being performed ulteriorly in China, there is an obviously contradiction between the low status of the vicarious management performance （VMP） level generally and the extensive requirement of the vicarious management business, so the VMP should to be improved at once. The paper analyzes the status of the VMP, puts forward the idea to improve the project management competence of vicarious management corporation （VMC） through the knowledge management and organizational learning, then improve the VMP, and analyzes the measures and methods to improve the knowledge management level, organizational learning capability and project management competence of the VMC.
