摘　　要：高等教育的根本任务是人才培养,全面提高高等教育质量,必须大力提升人才培养水平。加强教学督导,加强教学质量监控,是保证高等教育质量和人才培养质量的一个重要环节。地方高校作为我国高等教育的重要组成部分,在全面贯彻落实国家中长期教育改革和发展规划纲要,不断提高高等教育质量的新的新形势下,必须充分发挥二级教学督导的作用,建立起督导机制完善、重点突出、反馈及时的督导体系,保证教学质量提高,为提升人才培养水平提供重要保障。The basic task of higher education is the talent training, comprehensively improVe the quality of higher education, we must vigorously promote the level of talent training. Strengthening supervision of teaching, strengthen the monitoring of teaching quality, is the guarantee of the quality of higher education and the quality of personnel training is an important link in. Local colleges and universities in China as an important component of higher education, in the full implementation of the national medium and long-term educational reform and development program, and constantly improve the quality of higher education in the new situation, we must give full play to the role of two level teaching supervision, establish supervisory mechanism perfect, focused, timely feedback supervision system, guarantee to improve the quality of teaching, in order to promote the cultivation level of talents to provide important safeguard.
