摘　　要：航空航天工业作为国家战略性产业,是国防现代化的重要物质和技术基础,是国家先进制造业的重要组成部分和国家科技创新体系的重要力量。我国航空航天转型升级是以推进航空航天工业技术结构升级和产业结构升级为目标指向,以体制机制转型、科技发展转型、建设模式转型、增长模式转型为基本内容,通过转变发展理念、重新定位战略目标,重新选择发展模式、有效整合要素资源、全面优化策略方法,破解体制机制困局,强化自主创新能力、夯实国防产业基础,推进产业集约发展,建设装备基于能力、能力寓于产业的新型航空航天工业,加快转变战斗力生成模式,提高我国航空航天工业跨越发展的综合能力。As a national strategic industry, Aerospace industry is an important material and technological foundation for the modernization of national defense, also is an important force of national advanced manufacturing components and national science and technology innovation system. Transformation and upgrading of China＇s aerospace aimed at advancing the technical structure and the industrial structure. The basic content include the transformation of institutional mechanisms, the transforma- tion of scientific, technological development, the construction of model transformation, the transformation of growth pattern. By means of changes in the development of the concept of re-positioning strategy goal, China＇s aerospace industry is re-selecting the mode of development, integrating the elements of resources effectively, comprehensive optimizing strategy method, cracking the dilemma of institutional mechanisms to strengthen the capability of independent innovation, consolidate the defense industri- al base, promote industrial intensive development of new aerospace construction equipment based on ability, capacity resides industry , accelerate the transformation of combat effectiveness model, improve the comprehensive ability of China＇s aerospace industry by leaps and bounds.
