摘　　要：建设创新型国家是当前国家发展战略的核心。国家重点实验室作为国家创新体系的重要组成部分,是建设创新型国家的重要支撑。航天医学基础与应用国家重点实验室是根据国家载人航天后续发展重要战略需求而开展建设的,当前正面临加强硬环境和改造软环境的艰巨任务。本文通过分析国内外知识创新团队在软环境建设中的经验,结合本实验室建设实践,探讨了科技创新软环境建设的意义、要素和几点思考,为国家重点实验室加强创新文化培育,实现机制创新和增效运行提供参考。To build an innovation country is the current core strategy of China.State Key Labs are the main components of the national innovation systems,and are playing important supporting roles in establishing an innovative country.The State Key Lab of Space Medicine Fundamentals and Application was initialized for the future strategic plan of the manned-spaceflight mission,whose current task is focusing on improving both the ＂hard＂ and the ＂soft＂ environment.After the analysis of the experience of domestic and foreign knowledge innovation teams in the building of soft environment,and taking the construction practices of the State Key Lab of Space Medicine Fundamentals and Application into consideration,the elements,the significance and some reflections on the soft environment construction of scientific and technical innovation are discussed in this paper in order to provide reference for the cultivation of innovative culture,the innovation of the mechanism and the efficient operation and the efficient operation of State Key Labs.
