摘　　要：改革开放以来，“低成本竞争优势”一直是中国产品在国际市场上的有力武器，但在不经意间中国经济已进入“高成本时代”，生产要素成本全面上升，节能减排成本增加，交易成本有所增加。这些都对经济发展带来了巨大的挑战。如何深刻认识经济发展环境的巨大变化，积极应对“高成本时代”的挑战，是我国当前必须解决的重大课题。Since the implementation of reform and opening - up policy, the ＂ low cost competitive advantage＂ has always been a powerful weapon for Chinese products to have a place in the international market. However, the Chinese economy has entered the ＂high cost era＂ without notice. The costs on factors of production start to go high in an all - round way. The costs on energy conservation and emissions reduction have increased and the transaction costs are also witnessing an increase. These circumstances have posed a huge challenge for the economic growth in China. The major issue facing China is to have a better understanding of the changing environment of economic growth and actively meet the challenge of the ＂high cost era＂
