论“双肩挑”教师的能力构成与提升途径——以公安院校为视角

摘　　要："双肩挑"教师要实现管理与学术两不误,必须具备自我学习、实践反思、科学探究、自我监控、沟通协调、创新创造、科学决策、防腐拒变、洞察洞悉等九方面的基本能力。构建成长机制,推进"校局合作",加强师德师风建设,改革管理体制,是提升公安院校"双肩挑"教师能力的必要途径。Teachers with ＂professional and managerial duties＂should engage in the management and academic tasks without any mistakes, so they must have the basin competemce of self-studying, practical reflecting, scientific inquiring, self-monitoring, communicating and coordinating, innovating, scientific decision-making, anti-corrupting and penetrating insight. In order to promote the competemce of teachers with ＂professional and managerial duties＂ in public security colleges, it is very necessary to construct a healthy growth mechanism, promote the cooperation between college and public security bureau, strengthen the construction of ethics and reform the management system.
