摘　　要：提升中小企业自主创新能力对经济持续稳定发展具有重要意义。文章分析了中小企业在自主创新活动的各种缺陷,包括人才不足、融资困难、税收政策不合理、知识产权保护不够等。在此基础上,文章提出了促进中小企业自主创新能力的前瞻性对策,以期为政府决策提供参考。It is of great significance to enhance small and medium-sized enterprises’ capability of independent innovation for sustainable and stable economic development.This paper analyzes various defects of small and medium-sized enterprises（SMEs） in independent innovation activities,including lack of talents,financing difficulties,irrational tax policies,and inadequate intellectual property protection.Based on the analysis,the paper proposes some forward-looking measures to promote SMEs’ capability of independent innovation,thus providing references for government decision-making.
