摘　　要：信息时代,网络舆情管理已成为社会管理的重要内容之一。网民的关注行为不仅对信息传播的深度和广度产生影响,而且使信息传播的内容和主题不断演化,从而吸引了更多的网民关注,拓展了信息传播的单一维度的传播模式。今后应构建基于关注行为质量的信息推介方式,建立反谣言传播机制,并加强政府的正面舆论引导机制建设,从而形成更加有效的舆情信息管理体系。In information age, the network public opinion management has become one of the important elements of the social management. Based on the study of the mechanism of network opinion dissemination, this paper analyzes the impact of user attention behavior on network opinion dissemination and eonstruets the node degree distribution of public opinion information mode. It is suggested that it be of necessity to build attention - behavior - quality - based information promotion mode, establish anti - rumor spreading mechanism, and strengthen the government＇s positive opinion to guide mechanism construction, so as to form a more effective public opinion information management system.
