从新竹模式看我国创新集群培育政策体系的构建

摘　　要：培育创新集群,并促进其发展已经成为当今各国关注的热点。从创新集群的基本理论入手,阐述了新竹工业园区的发展模式,然后分析了新竹创新集群模式中管理部门主导作用的具体表现及所解决的问题。在新竹模式的启示下,构建了完善的创新集群培育政策体系。It has become the focus of attention across the world to cultivate innovation cluster these days. In this paper, the author at first elaborates the basic theory of innovation cluster. At the same time, the definition and development mode are given. Then the author analyzes the leading role of the government and the effects of Hsinchu official measures. According to the enlightenment in Hsinehu mode, a perfect policy system to cultivate innovation cluster has been made in the paper at last.
