摘　　要：目的:为建立有效、合理和及时的药品应急体系提供参考。方法:通过文献检索、实地调研和专家咨询,分析我国医药储备存在的问题,提出建设突发灾害药品应急体系的建议。结果与结论:我国医药储备存在的问题主要是缺乏统一的指挥协调机制、缺乏法律保障机制、缺乏系统的应急保障体系和缺乏信息平台;建设突发灾害药品应急体系应建立应急药品指挥平台、保障平台、法律法规体系和数据信息平台。OBJECTIVE： To provide reference for the establishment of effective, reasonable and timely medicine emergency re- sponse system. METHODS： Based on document research, field research and expert consultation, the problems of medicine reserve were analyzed and the advices on the building of medicine emergency response system were put forward. RESULTS ＆ CONCLU- SIONS： The problems of medicine reserve lack unified command, legal guarantee, systematic emergency support and information platform. The medicine emergency response system for unexpected disaster includes emergency command platform, emergency med- icine support platform, legal system and information platform.
