卫生监督机构公共信息服务现况调查与启示

摘　　要：目的通过调查研究卫生监督管理相对人对于卫生监督机构公共信息服务的关注、评价、需求和期望等,为完善公共信息服务提出相关建议。方法运用分层随机抽样的方式选取卫生监督管理对象,通过信函方式进行问卷调查。结果调查机构200家,收回有效问卷153份;83.0%的被访机构表示与卫生监督机构经常接触,绝大多数受访机构对于卫生监督机构的工作职能混淆不清;现场执法检查和卫生监督机构的专题培训是受访机构获取卫生监督信息的主要渠道;受访机构对卫生监督公共信息服务的总体评价为3.1分(满分4分),对政务外网的综合评分为8.0分(满分10分);管理对象对卫生法律法规、卫生标准等信息最为关注。结论卫生监督机构应加强信息宣传力度,把握好管理对象的信息需求,通过加强政务外网建设,拓展信息获取途径,推进卫生执法与信息服务的有效融合,进一步完善面向管理对象的公共信息服务。Purpose In order to improve public information services provided by health supervision institutes, the paper analyzed the concerns, evaluation, needs and expectations by administrative counterparts for public information services. Methods A survey among the administrative counterparts was conducted by mail on the basis of stratified random sampling for selecting the surveyed institutes. Results 200 administrative counterparts were surveyed and 153 qualified questionnaires were received. 83% of the surveyed often get in contact with health supervision institutes. Most respondents are confused about health supervision institutes＇ functions. Furthermore, the acquirement of information by surveyed institutes mainly depends on on-site inspection and trainings of health supervision institutes. The mean score of the overall evaluation about the health supervision information services is 3.1 points （out of 4 points）. The overall score of the official website of health supervision is 8 points （out of 10 points）. The respondents are most concerned about health laws, regulations and health standards. Conclusion Health supervision institutes should improve information publicity, grasp needs of the administrative counterparts for health supervision information, enhance the functions of the official website of health supervision, expand information access for administrative counterparts, and strengthen the integration between health inspection and information services, to further improve the information services for them.
