纵向视角下区域知识产权管理系统演化的协调度研究——基于复合系统协调度模型的测度

摘　　要：从纵向视角出发,结合系统论,对区域知识产权管理系统进行结构解析。在此基础上,选择合适的指标,基于黑龙江省1995-2010年相关数据,运用复合系统协调度模型对黑龙江省知识产权管理系统演变的协调度进行实证分析。结果证明,黑龙江省知识产权管理系统的协调发展程度不高,且呈现波动演变态势,其中,知识产权运营管理子系统是影响黑龙江省知识产权管理系统演变过程中协调度发展方向和程度的关键。最后,针对黑龙江省知识产权管理系统协调度的现状,得出相关结论并为政府提出建议。From vertical visual angle, the paper makes a structural analysis of regional IP management system from the point of systematic science. On this basis, appropriate sequence indexes were picked with related data from 1995 to 2010 to support empirical analysis about the coordinating degree of Heilongjiang regional IP management system evolution by Coordination Measurement Model with Respect to Composite System. The results prove that the coordinating development degree of Heilongjiang regional IP management system is not high, and presents a fluctuant evolutionary trend. One of these subsystems IP operation management subsystem proves to be the key influen cing the orientation and degree of coordination development during the evolution process of Heilongjiang regional IP management system. In the end, it presents some suggestions for government, aiming at the current situation of IP management system＇s coordinating degree.
