摘　　要：目前我国高校仍面临着较为严峻的安全管理形势,高校安全管理存在缺乏统一有效的法律保障、安保队伍缺乏必要的执法权限、安保机构接受双重领导与职能交叉等问题,亟需对高校安全保卫队伍进行职能重构与机构重组,建设基于综合应急管理平台的高校安保队伍管理体制与保障机制,以实现有效维护高校安全稳定、应对各类突发事件的社会管理新目标。Our colleges and universities are still facing tougher safety management situation at present.There are problems,such as lack of uniform effective legal protection,the security team having no enforcement power,security agencies accepting the dual leadership and overlapping functions.As a result,there is an urgent need for the functional remodeling and reorganization of the college security team and the construction of management system and safeguard mechanisms of the security team so as to achieve the new target of the social management of the effective maintenance of security and stability on college campus and response to various emergencies based on the comprehensive emergency management platform.
