低碳化经济体制下的产业结构调整

摘　　要：传统经济向低碳经济转型的发展模式势必引发产业结构的低碳化调整,而低碳化产业结构调整的决定因素是经济体制的低碳化改革。首先回顾并分析了我国产业结构调整的现存问题,其次从制度经济学角度分析了开放经济下低碳化经济体制对产业结构调整的传导机理,最后从改善政府管理组织结构、完善低碳标准体系、改革税费财政制度及完善低碳化产业市场机制等四个方面对实现低碳经济下的产业结构优化提出了政策性建议。The development mode,which traditional economy transforms to low-carbon economy will result in low-carbon adjustment of industrial structure and the determinant for low-carbon industrial structure adjustment is low-carbon reformation of economic system.In this paper,we firstly looked back and analyzed the present issues on adjustment of industrial structure,and then analyzed the conduction mechanism affected by low-carbon economic system under the open economy from angle of institutional economic.Finally,put policy recommendations from aspects of improving administration and organization structure of government,perfecting the carbon emission standard system,innovating tax and fiscal institution and perfecting market mechanism of low-carbon industries.
